NELCO Expands Collaboration with OSL Across Europe

Burlington, Massachusetts, USA – May 1, 2026 — NELCO Worldwide, a global leader in radiation shielding solutions and integrated project delivery, today announced the expansion of its collaboration with Oncology Systems Limited to support radiotherapy projects across Europe.

NELCO has delivered radiation shielding solutions in more than 47 countries worldwide, including a significant number of projects across Europe. This expanded collaboration builds on that global experience by strengthening NELCO’s local presence through OSL’s established regional network and client relationships.

The two organizations have worked together for several years across the United Kingdom and Ireland, supporting radiotherapy projects through a coordinated approach that aligns early-stage planning with NELCO’s shielding design and delivery capabilities. This expanded collaboration brings that same proven model to a broader European market.

“Over the past several years, our work with OSL has demonstrated the value of engaging earlier in the project lifecycle,” said Rick LeBlanc, President & CEO of NELCO Worldwide. “By expanding this collaboration across Europe, we are strengthening how we connect with clients locally while continuing to deliver the high standards our projects demand.”

Under this expanded relationship, OSL will support front-end client engagement across Europe, working with project stakeholders during the early stages of planning and development. NELCO will continue to lead shielding design, engineering, manufacturing, and project execution.

OSL brings strong regional expertise and established relationships across the UK and Ireland, helping clients engage earlier and make more informed decisions while connecting them to NELCO’s capabilities. Combined with NELCO’s global manufacturing platform and decades of experience in shielding design and delivery, this approach provides a clear and efficient path from initial engagement through project completion.

“This is a natural extension of how we’ve been working together,” said Alice Pavey, Managing Director at Oncology Systems Limited. “Our focus is on supporting clients early in the process and ensuring they have direct access to NELCO’s experience and capabilities from the outset.”

NELCO and OSL will be available to discuss this expanded collaboration at the upcoming ESTRO Annual Meeting, at the NELCO Worldwide booth.

NELCO and OSL to Partner on U.K. , Ireland Projects

NELCO Worldwide, the leader in radiation-shielding solutions, announced a partnership with Oncology Systems Limited (OSL), the largest independent provider of radiotherapy equipment and software in the U.K. The companies will jointly pursue both new and expansion projects in the Radiation-Therapy and Diagnostic-Imaging markets in the U.K. and Ireland.

“We are pleased to partner with an industry leader whose technology plays such a crucial role for the NHS and private hospitals in the region,” said Rick LeBlanc, President and CEO of NELCO Worldwide. “Our joint efforts will help ensure the health and safety of so many people in the U.K. and Ireland.”

Complementary Products and Services for the Medical Sector

Shrewsbury, England-based OSL provides a range of radiation-therapy equipment and medical-physics software that is used around the world. Chairman of OSL Carl Pavey stated “By joining with NELCO we’re able to bring even stronger capabilities to medical facilities, where experience and expertise matter most. Our companies’ complementary offerings make this possible.”

Formed in 1999, OSL’s recently completed projects include a new laser-system installation at England’s Southampton General Hospital, a patient quality-assurance system at Altnagelvin Area Hospital in Londonderry, Northern Ireland and a suite of medical physics and patient accessories across the new Radiotherapy Village at the Cancer Centre of Guys and St Thomas’ NHS Trust, London.

A Positive Upturn in a Critical Sector

NELCO and OSL are seeking to take advantage of a recent upturn in the U.K. healthcare market, specifically with increased expenditures being committed to the treatment of cancer. After four consecutive years of declining activity, sector construction grew 7% in 2016 and industry analysts project 3%–5% annual growth through 2021. “The timing of our deal aligns precisely with accelerating activity in the marketplace. We’re now perfectly positioned to take advantage of these new opportunities,” said LeBlanc.

New Shielding Enclosure
for Northeastern’s
$225 Million ISEC Facility

Biomedical research. Robotics. Cybersecurity. When Northeastern University set out to build one of the most advanced science and engineering centers in the country, they demanded equally innovative thinking from their design and construction partners.

NELCO played a key role by designing a unique hybrid RF enclosure for a research lab in Northeastern’s new Interdisciplinary Science and Engineering Complex (ISEC). At the recent grand opening, Senator Elizabeth Warren called the facility “a true temple of science.” She was joined at the event by Senator Ed Markey, U.S. Representative Joseph Kennedy III, and Boston Mayor Martin Walsh.

“This represents another big success for our organization,” said Rick LeBlanc, President and CEO of Boston-based NELCO Worldwide and graduate of Northeastern University’s D’Amore-McKim School of Business. “Our team created a custom solution for equipment that students and faculty will rely on for research that can change people’s lives.”

A Custom Hybrid System with Isolation at its Core

The RF-shielded enclosure was designed for a Siemens 3.0T MRI system. The enclosure that NELCO engineers created is a custom hybrid system with modular-panel walls and ceiling, along with a copper-epoxy floor system.

“We developed specialized experimental-panel penetrations to facilitate use for the Northeastern team,” said NELCO’s COO Gary Miller.” The shield incorporates a special isolation elastomer to minimize structural-borne vibrations and noise—it’s quiet, secure, and very, very safe.”

A Big Statement—and Facility—About Research

NELCO worked in tandem on the project with Skanska and Payette, and the 234,000 square foot, boomerang-shaped ISEC was just awarded a Boston Society of Architects Honor Award for Design Excellence. “I know my friends at Northeastern are counting on this complex to raise their profile as one of America’s leading research universities,” said LeBlanc. “We at NELCO are proud to have played our part in such an exciting, important project.”

NELCO Slide-Door Systems Safeguard Scandinavia’s First
Proton Therapy Center

NELCO Worldwide, the global leader in radiation-shielding products and solutions, has completed installation of three proton therapy slide-door systems at the Skandion Clinic in Uppsala, Sweden. The ultra-modern cancer center is the first clinic for proton therapy in Scandinavia.

“We’re proud Skandion chose NELCO to handle the design, manufacture and installation of a critical safety component—the proton door systems,” said Rick LeBlanc, President and CEO of NELCO Worldwide. “As the world’s leading supplier, our reputation for quality and reliability was reassuring to Skandion, as was our previous experience with shielded-door installations in Sweden and Europe.”

Adapting a Design Process to Challenging Requirements

The NELCO team coordinated with the contractor group and hospital physicist to plan and design secure entry to each of the treatment rooms. “One of our challenges was to work around the pre-existing design of the bunker maze and create room for a robotic couch system to move patients in and out,” said Keith Larkin, Director of NELCO U.K. “To accommodate the larger couch system, we needed to adapt our design and open the walls of a maze built with 3.2 meters of iron-ore concrete—another sizable challenge.”

NELCO Worldwide Viewed as Europe’s Local Shielding Source

Under the supervision of NELCO U.K., the NELCO team established a continuous presence at the clinic. The NELCO project supervisor was on site throughout the installation process, and the service manager tuned the doors, installed safeties and conducted training. “Proton doors are an essential part of the facility. If the doors go down, patients can’t go in,” said LeBlanc. “Our success with this high-profile project helps solidify our position as Europe’s number one source for shielding solutions.”

NELCO adapted the Skandion Clinic’s innovative design for the new Groningen Proton Therapy Centre in the Netherlands, the second proton treatment facility in Europe recently completed by the NELCO team.

NELCO Completes Work
on North Andover
Town Hall Renovation

NELCO Worldwide announced the completion of its work on the new North Andover, MA Town Hall, which will house all of the town’s municipal departments in a single structure for the first time in more than 30 years.

“Combining the old fire station with new city offices presented us with some unique challenges,” said Rick LeBlanc, President and CEO of NELCO Worldwide. “We’re happy to have played a part in constructing such an iconic structure for the community.”

Building on the Past

While the new exterior design kept the distinctive look of the old firehouse doors—those are now windows—the interior is almost unrecognizable. Visitors will now see contemporary features like a soaring atrium and balconies on the building’s second floor.

But a modern design is only one aspect of the new building. NELCO and town administrators worked to ensure the public has easy access to the town clerk’s office and other frequently visited departments, all of which are on the ground floor.

Specialized Attention for Municipal Projects

NELCO’S Special Projects Division handled both the planning and construction on the North Andover project. “We’ve assembled a team that specializes in public-sector projects,” said LeBlanc. “Our team understands how to navigate the complex bidding process and the need to operate as part of a multi-faceted team. Projects of this scale require an extraordinarily high level of collaboration.”

NELCO Completes
Cargo-Scanning Center
for Passport Systems

The global leader in radiation-shielding solutions, NELCO Worldwide, recently finalized the construction of a highly technical cargo-scanning building at the Massachusetts Port Authority in the Port of Boston’s Conley Container Terminal.

NELCO worked hand in hand with Passport Systems, Inc., a developer of new technologies that address threats of terrorist attacks. The compact structure, which houses a superior scanner for inspecting incoming shipping containers, is part of a U.S. Department of Homeland Security, Domestic Nuclear Detection Office (DNDO) project.

The Need for Specialized Industry Resources

Selected as design builder, NELCO demonstrated global industry experience with cargo-scanning projects in places like Vancouver, Hong Kong, Las Vegas, Vietnam, a prominent NY skyline landmark and the U.S./Canadian border crossing. “A prototype of the Passport facility was built by RSS, a NELCO-owned company,” stated Gary Miller, EVP & COO of NELCO Worldwide. “The prototype was vetted through DNDO and it enabled the necessary funding to make the project possible.” NELCO was chosen in a competitive process along with Trapani Associates, the architect of record, to design and construct a facility with unique parameters.

The Challenges of a First-of-its-Kind Facility

“Along with new technology comes new building requirements, so we’d been reinventing the wheel from day one,” said Ken Tarbell, Sr. Project Executive. “As the design evolved, we would continually adjust—everything from enhancing phone communication through thick concrete walls, to including chemical-fire suppression that protects multimillion-dollar equipment.”

Mark Salsbury, who was immersed in the day-to-day details as NELCO Project Manager, stated, “This is an extremely unconventional building with 10 foot-thick slabs and cargo doors that each weigh 100,000 lbs. It’s a small structure with tremendous weight, built in difficult soil.”

“We were extremely pleased with the performance of our assembled team,” commented Rick LeBlanc, NELCO President & CEO. “The coordination between design and construction was stellar, and it ultimately resulted in unsurpassed quality.” Mr. Miller added, “It’s hard to appreciate the complexity involved without seeing it firsthand—this isn’t a big place, but there’s a lot going on here.”

NELCO Milestone:
